Nuclear Islam.
All of you that have clear memories of the cold war with the old Soviet Union should agree with me on this.
We sat on the brink of total annihilation for decades, coming perilously close at least twice to all out nuclear war with the communists.
More than a few people were a BIT concerned about that at the time.
In the end analysis however, nobody really wanted to be vaporized in the million degree heat of a nuclear detonation, or die a slow painful death from radiation sickness.
You see, America, as a religious nation (mostly Christian) with a secular government, understood on a deep philosophical level that god wouldn't appreciate murder on such a mass scale, nor would he reward it.
The Soviet communists, on the other hand, being without religion of any kind had no real interest in a premature demise, as their strict atheism would have them believe that their time on earth was all they had, and perhaps is was best spent NOT being blown to smithereens.
But now we have Islam, or to be more precise, radical Islam, which seems to be in love with the idea of premature death and the rewards it is guaranteed to bring in the afterlife, if said death is under the correct circumstances, i.e. battling the great Satan, The United States of America, and it's evil manservant, Israel.
When viewed in this light (and this is the only correct perspective), absolutely no amount of threatened retaliation for an attack upon the United States with a weapon of mass destruction has any utility whatsoever in deterring such an attack.
Say for instance, Mullah A equips terrorist B with suitcase nuke C.
Mullah A surmises that the great Satan must be punished by leveling a good portion of Manhattan, and if Tehran vanishes in a fireball of retaliation by America, so be it. It is written, it is god's will, and those devout Muslims that died in Tehran were all part of the Jihad, and will be richly rewarded in the hereafter, (72 virgins etc, although I don't know what the women and children are entitled to under the prophet's life rebate program).
In my mind, this leaves only two options, and unless we want the Yankees not to be in the next world series for a very, very tragic reason, we should opt for both.
Destroy Islam’s capacity to manufacture any sort of wmd, as soon as located. I mean right now, today. No warning, no negotiating, no U.N., no consultations. Target it and take it down.
Target every single major holy site in Islam, every important, shrine, mosque, and city.
Mecca, Medina, Najaf et-al, with the clear and unmistakable threat, an unarmed practice warhead dropped in each location. Perhaps one that discharges leaflets. And put it on every TV channel in the world, every paper, and on every radio.
"The people of Islam may survive U.S. retaliation for a WMD attack, but you most cherished holy places, and all imams within, will most certainly NOT."

After reading a large portion of "Imperial Hubris" I'm 100% certain there are less destructive ways to solve this problem.
It is my opinion that using weapons against civilians is a war crime regardless of who does it. I don't buy the notion of colateral damage and I don't think our military leaders value the human life they destroy.
On a different note of the same tune, it's ironic to see the president claim to be inclined to err on the side of life after he charged headlong into Iraq in spite of the world's wishes to give weapons inspectors more time (you will recall Hans Blix was confident that Saddam was cooperating at the time).
